Can one section of a Strata become it's own?

Hi, can one section of a strata leave to become it's own separate strata? Our section is small with only 30 units out of 350. Our townhouse units are completely separate from the high rise next door. We have seen our strata fees increase 40% over the last two years because the apartment section has moved a large portion of their expenses to the common budget. Since we have no voting power we could not oppose the budget.

Right now 80% of our fees go to the common. We pay for the apartment's garbage, elevators, parking garage, security, etc. These expenses used to be separate. The unbelievable thing is that our garbage and electricity still remains on our section budget.

During the AGM the strata management company stated outright that there are inequities. It is also amazing that during the same time the commercial section saw their strata fees reduced by 40%. Unbelievable but true.
